The Mail or Telephone Order Merchandise Rule is a set of FTC guidelines that businesses must follow when selling merchandise through the mail or over the phone. The Rule requires businesses to have a reasonable basis for claiming that they can ship orders within the time frame they advertise, and to ship orders within the promised time frame or provide the customer with notice of a delay and an opportunity to cancel the order. The Rule also prohibits businesses from charging customers' credit cards until after the order has been shipped.
